We were already a level 4 city with 97 citizens at update today. After we updated I got a letter saying we could not update to level 5 due to there being too many large cities on our planet. There is only 2 level 5 cities on our planet atm with populations of 105 and 91, as you can see we are already the 2nd largest city and would have been the largest today with the expansion.

I have not read anywhere on a cap about level 5 cities, just the cap at level 3 and above and level 4 and above. I have sent in a csr ticket on it. If anyone knows anything about this I would greatly appreciate the information.

Same thing happened to us and I believe every other city that did not become a metropolis prior to there being 10 cities level 4 or above.
