I'm fairly certain that this has already been brought up, but here it goes anyway. I think that quest-giving NPCs would help to make player-cities more in tuned with the major cities. NPCs handing out quests (that actually pay well) would be a nice bonus to lvl 5 player-cities.

My city had two mission giving NPC's for the first week of it's exostance, but they disappeared after the first update. Not sure if they were random spawns or not, but I can't ever recall random spawns in the wilderness on Lok before....
