Thread: Why do some gardens say Rebel on them?

As a covert rebel I've noticed in some towns the gardens show on the overhead map with the label "Rebel" and the city name.

Are these labels viewable only to rebels? I haven't been to any Imp cities lately, so I don't know if I can see that on their's. What does this mean? Does it mean the city is somehow declared? I've seen this even in supposedly nuetral cities. What gives?

It happens when the Mayor is a rebel and places them. It doesn't matter if the Mayor placed it when they were covert or overt, just like when a Rebel or Imp places the Med Center the opposite faction can't register at the center.
