First let me tell you what is happening in my city. I have been the mayor since the begining of MoS SyN on the flurry server And have made master. well now we have two others that wish to run for office. This is great news to me because i can step down and give others that i feel would do a fine job the opportunity to shine. So I will be stepping down. How do i do this? I can not remove my name from the ballot.
What will happen if i just drop the politicain skill?
Will we lose our city specailization till the new mayor gains the skill?
Will the cityhall automaticly fall under the control of the new mayor?

The only way to resign is to be out-voted.
What will happen if i just drop the politicain skill?
You will remain mayor, and nothing in the city will be lost. Since you do not have the skills anymore, you will be unable to place new items or re-activate a spec if it were removed.
Will we lose our city specailization till the new mayor gains the skill?
The city spec will stay, unless it is removed, then a mayor with the correct skill will have to reenable it.
Will the cityhall automaticly fall under the control of the new mayor?
When a new mayor is elected, the City hall will become their residence, and the old mayor will lose their admin rights to the building, Do not keep your personal items there, or it will be given to the new mayor.
