As a mayor, I'd wish I'd done this from the start, but didn't really know about it when our city was founded.
Originally, I let players place thier homes with /grantZoningRights. A few homes are in close but not quite right spots.
If a new person wants in the town, I place thier homeand then transfer the ownership to them. I keep 2 lots opento place smalls and mediumsat all times (Large homes is still just supervise the placement of)
- Get the deed from the potential citizen.
- Place the house in the proper spot.
- Make it public and have the new citizen meet younext tothe house management terminal.
- Target the new person and type /transferStructure.
- The new person now owns the house and can declare residence to become a citizen.
- (don't forget to email them the waypoint to thier new house)
Hope this helps those that didn't know about it.

Another thing you can do before transferring is set up the sign with a street name, if your city uses those, so the new resident doesn't have to try and figure it out. Good post
