I'm wondering if it's possible for a group of existinghouses (on the outskirts of a an NPC city) to join together and form a player city? We have a number of crafters in the area so I wanted to get the research bonus if it was possible to do this. I have no desire to be Mayor so I'm hoping if I can get everyone organized one or two players that are already Politicans will step up and run for Mayor.

Is there a limitation on how close a Player city can be from an NPC city?

What does it take to get an existing group of houses to become a city?

Arethere preset boundries (area) that is required?

Are there any required city buildings?

Are there any monetary requirements?

Anything I'm forgetting to ask?

Thanks!

Is there a limitation on how close a Player city can be from an NPC city?

I believe it is 1100m from the edge of the no-buildzone of an NPC city. Something like leaving a 100m buffer zone between NPC city and Player city.

What does it take to get an existing group of houses to become a city?

Just a City Hall placed by them. All houses that are in the radius of a City Hall, when it's placed, or when a city ranks up and expands it's radius, become Part of the city. All the residents have to do is declare residence if they haven't to become a citizen.

Arethere preset boundries (area) that is required?

There can not be another City Hall within 1100m radius of where you wish to place a city hall. (The borders of NPC cities are counted too)

Are there any required city buildings?

Only the City Hall is required. Everything else is a choice.

Are there any monetary requirements?

You much have 10 citizens within 24hours of placing the city hall to become a valid city. You must maintain 10 citizens to stay a city. With 10 residents, you will remain the smallest city, and your radius will be small. If you want to grow bigger, you will need more residents.

Anything I'm forgetting to ask?

The specialization: For the Research Bonus, you will need a Mayor to have the Fiscal 4 skill (4/0/0/0).

This spec costs 125k weekly. Then also don't forget the base city cost for having a city.

Rank 1: Radius 150m, 35k weekly

Rank 2: Radius200m, 60k weekly

Rank 3: Radius 300m, 85k weekly

Rank 4: Radius 400m, 110k weekly

Rank 5: Radius 450m, 160k weekly

I think that the you can have the Research Bonus at any rank, if the Mayor has the right skill.

I hope this is helpful for you.

In addition to the previous poster's notes, I'd add that Fiscal 4 (which allows the Research Center) requires 185 vote-weeks worth of XP - assuming you spend no XP on non Fiscal politician skills (militia, gardens, mission terms). In other words, if you have 10 voters supporting you it will require 19 weeks to get Research Center - ouch! With 50 voters, it would be 4 weeks.

On the upside, even a Rank 1 city can have a specialization as long as the mayor has the skill box.

Thanks for the info, very helpful. A couple more questions if you don't mind....

I assume that the city cost is a money sink. How is that paid, by the Mayor from collected taxes or directly from taxes? How does a mayor usually make a living does he get a percentage of the taxes?

Do most Player Cities charge taxes? Which type of tax is least painful on the residents? Sales tax would probably be a problem since this would be a crafter city and wouldn't want to hurt anyones' business.

I saw somewhere that there is a limit to the amount of Player City slots on a given planet. How do you find out if any are available prior to purchasing a City Hall?

To answer the last first, Rank 1 is no longer capped. As long as you can find a spot more than 1km from another city hall or NPC city, you can place a city. It's growing past rank 1 that's a problem. There is no way (that I know of) to be certain of the number of rank 2, 3, etc cities. However, it is possible to get a pretty good idea. Take a look at your world map and find the mission terminals, cantinas and banks. If a city has none of these things, it's probably not Rank 2 yet. Mission terminals are even accessible at Rank 1.

The taxes come out of the city treasury, which is like a bank account. The mayor can withdraw up to 50k per day, but the citizens are emailed everytime she so much as draws a single credit. How does the mayor usually make a living? Well, there are other professions ...

Taxing philosophy is different for each city. On my server/planet 0/10/5/100 (income/property/sales/shuttle) seems to be the norm for non-subsidized cities. However, my Rank 4city with about 100k of garden maint. is able to break even with 0/0/0/500 - even with the stupid shuttle fee reset. So I suppose it just depends on your situation.
