Trevvy, the city has a "cycle" each week, 7 days from when you place the PA hall. This cycle happens every week (might shift around due to server down times). When the city "updates" during this cycle, votes and citizens are counted. At this point the Mayor gets XP and the city goes up in level if you have enough citizens. This only happens once a week.

Yup, you won't gain any EXP until the end of the week. Incidentally, you dont need to have your citizens vote for you unless you have someone running against you. All citizen votes automatically default to the incumbent so if you are just sitting there with no one trying to take your place, then you will get EXP for every citizen in your city.
