My Lvl 4 city is on the verge of destruction, but I'm not sure if this is a good thing or a bad thing. Most of the city is inactive. We have been trying to swich mayors for 3 weeks now, but the incumbant always wins, despite numerous mail reminders. The highest vote we've gotten is 22-34. Frankly, im not sure I want to become the mayor of a city with no people. The way I see it my options are:

A) Keep trying

B) Tear down the city, start again elsware.

C) Merge with another, neigboring city.

If the 34 inactives are people who have left the game or you just can't contact them, then your best bet is to do B before the game does it for you when the inactives are booted. Last thing you want is problems with structures and decorations. I expect there will be many bugs with trying to redeed items when the city citizen count was altered by the game code instead of people revoking their citizenship.

The big problem is with city caps it is almost definite you won't be able to reach Level 4 again if you start over. So if you have a shuttle and want to keep it, you have to try and save your existing city.

If you don't care about reaching level 4 again. Pack up and start a new town.
