If a Politician Drops Everything and they NO LONGER have politician at the time the election is counted, will the runner up become mayor?

Nope. It is entirely dependent on the number of votes - get your citizens to vote, unless your city is full of ghost citizens or something, in which case you will be mayor until they are all removed by the 6-week cycle

She just deleted her toon and revoked hercitzenship!

Then you would really screw the city - the City Hall will not disappear because it is not YOUR building - the only way for someone to take over to win an election.
Otherwise, destroy the City Hall and let the new player place one immediately - that should minimise the damage that might occur by lost civic structures and getting demoted.
