Does it become usable only by Neutrals and Members of the faction that I was when I placed it?

Anyone will be able to use your cloning center (unless you banned them before they could clone there). However, covert members of your faction during the placement of the center will clone overt. So, if you were a rebel when you placed it, overt rebels will clone overt instead of resorting back to covert status. Unless they fixed it, which I doubt, considering I still get player city cloning centers as the closest (and only) cloning center to respawn at.
