Is a cantina considered a civic structure? If, no how manny lots does it take up?

No, they are private structures owned (more than likely) by Master Dancers, Master Musicians and Master Chefs. If I remember correctly the cantina takes 5 lots. After placement you can transfer to another master dancer, musician or chef or give up the skill (although then you would not be able to place it again should you redeed it), only placement requires the master title.
