City members have mentioned of certain players being abusive towards them and I dont want them to access city structures. So i get their names and try to ban them. It is STUPID that i have to target the actual person who needs banning. Why cant i just type /cityban namehere. More proof that the politician system is broken and poorly thought out?

It might also have something to do with conserving server capacity.

If you could ban any name, I would guess that you would probably ban more names than you would if you had to target them. Every name banned is more data for the servers to have to keep track of, right?

BTW, I agree that as a mayor I would love to be able to simply go through lists of players I want banned and sit at the city terminal for a few minutes and ban them rather than chase them all over the city when they arrive.

This is a software limitation that goes far beyond just the player city system. You also cannot /who, /examine, /denyservice, /addignore, /ban, etc. anyone who is not in the immediate area.
