what does this commando do extactly does it remove them from the city and do tehy have to move houses after

IT removes the person using it from the cities citizen list. It doesn't remove their house or structures, just their citizenship.

It sure cuts down on CSR tickets. We had ten citizens waiting to be removed from citizenship when this command came along. You DO know that removing the house just keeps them on as a citizen, right?

Couldn't they just have dropped another house in some random spot and declare residence there to loose citizenship? I mean this new button simplifies things but I figured that would work just as well.

The Revoke Citizenship command has only one purpose: to grief cities by clogging their limited radius with non-citizen structures. Just like the 6-weeks-inactive rule (hiss), its purpose is to leave a city landlocked by derelict structures owned by former citizens who no longer contribute anything to a city, except to its eventual demise.
