Last night a citizen of my city asked my non-mayor alt if he could have zoning rights. Being a militia member, my alt tried to give him rights. I got a message telling me that I needed to be a mayor or a militia member to give rights. I switched to my mayor alt and I got the same message. I checked and zoning rights were enabled for the city.

I was able to drop a building without any problems. I submitted a ticket.

Has anyone else had this happen?

to grant zoning rights you have to be outside and standing up and not moving.
