Thread: A Militia TEF?

Apparently, if the original mayor who placed the city hall was faction aligned, militia members in the current militia get something to a TEF if a citizen is attacked by an opposite faction. For example:
A) a rebel mayor places a city hall
B) said mayor adds other rebel players to the militia
C) an overt rebel citizen and a covert rebel militia member are walking along, NOT GROUPED, when an overt Imp comes along
D) overt Imp starts firing at overt citizen
E) covert militia member gets a TEF and can attack the overt Imp now
Is this how it should be?? I thought that city halls were NOT supposed to be factionally aligned!

And if this is a *feature* then why can't current neutral-mayor militia members who are the same faction as a citizen protect said citizen when they are attacked?
