Alright, IMO, the streetlamps are rediculously expensive per week, with very little use. They should be at least twice as tall and provide double to triple the illumination. You would have to place 10 of these just to properly light an outpost (a 10 person city). That would cost something like 60k per WEEK. Absolutely rediculous. Drop the costs to 500 a week (its a light for gods sake, dont you want to encourage us to beautify our cities?) double the lamp post size, and double or triple the illumnation radius.
We dont have any gardens or fountains yet, but im going to imagine they have much the same problem.
Furthermore, in the interest of having cities with histories and stories behind them, we need more starwarsy objects to place in our cities, and itd be nice to have more options on the textures of our buildings. Granted a City hall is a city hall, but if our city's history is that it is an old run down or abandoned city that smugglers and outlaws are now taking up residence in, itd be nice to be able to have slightly more run down looking buildings. The one story City Hall skyscraper is kind of silly anyway.
Fountains that are dried up, statues that are cracked and broken, the ability to litter skulls, or wreckage, would be nice as well.

Agreed, maintenance costs are way too high and light coverage is no where what the big cities have.
Also, more options for cities would be nice... I'd be happy with costs being lowered and more decorations being allowed. Actually, some of our decorations disappeared and are still counting against us (csr's can't seem to fix it) - so I'd be happy with the ones we are suppose to have.

It really is odd that if anyother other system in the game was even one-quarter as bugged as cities are the devswould have to be stumbling over themselves to fix it... but since it only affects us politicians... I guess it is okay...
I remember being disppointed that cities weren't included in the initial release... now I am almost getting to the point were I am disappointed they released them... Not yet though, I still really dig being mayor, andElysium is about as good as they come.
Still a little TLC from the devs wouldn't hurt much...
