From what i understand it will cost an ungodly amount of money if the novice doesnt have the skills to have a bank and cloning and or med center. We have noshuttle port or any of that is this true? Has it ever been tested? Or do you have to have him get one less vote than you for 3 weeks to get the skills before he takes Office. If this is the case i seriously think SOE needs to revamp that, how is a novice ever gonna get mayor with out taking 2 months of game time if theEncumbant mayor is a master. Tnx all in advance, GOOSEBOROK

No, it will not cost anymore having a novice take over. The fees are fixed per item/structure/decoration.
Skill has nothing to do with cost.

a novice politicna can take over a level 4 city just fine. the only thing is he wont be able to move the bank, place faction terminals, gardens or decorations untill he gets the skills. Your buildings wont dissapear, he just wont be able to place them again if he redeeded them untill he gets the skills to do so. I am not sure about city specialisation. I dont know if that stays there or gets remove the next week.

The specialisation stays the same also even if they do not have the skill to change it to what it is currently at.
So, as long as they leave the specialisation alone until they get the skills, it should hold.
