What happened to these? 
City of Rauha, Naboo--Starsider
This week started out with a good council meeting last night. Had a few people come and give their opinions, and one person came in and said that we had a good opportunity to recruit a few more people in the coming weeks. Very exciting for our town.
Under discussion atm was taxes and how much to charge. We were crunching some numbers to present to our citizens, such as what 15% vs 20% vs 30% property tax means in real credits to a homeowner, and how that compares to raising our income tax to 2k rather than leaving it at 1k. We'll be crunching them more in this coming week and presenting them to our populace to see what they think of the tax hike. It's not that huge a hike really (1 mission a week to pay your income taxes, one more a week to pay your property tax, really).
Also, at issue is our cloning facility. Recently, rebels have been raiding a nearby imperial city using our shuttleport and cloning facility. Since our city is neutral (and a city of peaceful commerce and intent) we don't like this. We don't want the imperial city to have to come to our borders and try to cream the rebels in our cloner, and we want to keep good relations with our imperial neighbor. We also want minimal fighting in our town itself. So, we discussed options for that, including removing our cloning facility to make our city less desirable for a staging ground to launch attacks. Final verdict to be decided this week.
Have any of you had similar problems? And if so, how did you solve it.
Also, with the sales tax issue, which sales taxes have you found to be effective to keep your city in the black without private donations?

Funny you should mention taxes, we're going through the same thing at the moment.
We are currently in discussion to change our taxes to:
Incoming: 1,200cr; Property: 12%; Sales: 0%; Shuttle: 100cr - and we're leaving the option open to put sales tax at 1% in the future.
Currently the income tax is at 2k and property is at 10%. The problem is, I'm having a hard time paying for the city when the residents don't wish to have a high tax level, yet want the city to look good and have all the facilities on offer. At 36 residents, it's kind of hard to balance it out at the moment.
We seem to be having trouble recruiting, getting probably at most about 1-2 people a week, which really holds us back from hitting those higher levels of residency and reduce taxes. Any thoughts on ways you think are best to recruit?
