I havent gotten any citizen declared emails since the last big patch. I havent been reliably been getting citizen lost email since then either but I have been getting some. It is a hassle trying to verify that all of my 100+ citizens havent inadvertently undeclared or forgotten to redeclare when they shift thier houses about.

Check your city citizen log in the city management terminal.
