Our mayor is about to level to the option of adding Factional
Terminals.. does one have to be a certain faction to place these?
Declared? Can he put both faction terminals down?

As long as you have the skill to drop them faction does not matter. I'm an imperial mayor and could drop rebel terminals if i wanted to.

All you need is martial policy 4. You can be any faction (or neutral) and place either rebel or imperial mission terminals, or both if you wish. I have both in my city and my mayor character is imperial.
