Which basic skills do you need to get novice?
And will the XP be like merchant XP? Or what?

Even though this has been answered already, I'll answer again.
Politician is a beginning profession. Which means it doesn't require any other skills to get. You need to find a Politician trainer in the Capitol buildings of one of the major cities. Instead of costing just the 100 creds and 15 skill points, it will take 500 apprentice xp points and 15 skill points. From there, you gain 100xp for each vote you receive in the weekly elections.
