I've seen the answer that you can't place your city hall withing 1000m of another play city hall, is that valid for existing "npc" cities too? We have a small hamlet south of Mos Espa, how far away from either the city border or hall is buildable?

According to the first DevChat, you can place Player Cities anywhere as long as they are 1000m from another Player City and if their radius does not intersect a static NPC city.
