situation: 2 people want to become residents of the city but only have enough lots between them to place one home. I realize only home owners can vote, so whoever places the house will be able to vote. The other person just wants to be a citizen of the city.
Question: Can they both declare residence at the same house and be counted as 2 citizens for the purpose of city growth?
Thanks for any help

Unfortunately no. Only one declared resident per house. The other person will have to rent Lots to get enough to declare themself to a house. Try Naboo with that 1 Lot small house
