while i've read about city sizes, population requirements, sizes and at what level of Politician certain buildings are given, but has anyone confirmed that a city HAS to be a certain size for civic buildings to be built. an example would be if i was mayor of a small outpost with 4 other people and every week they voted for me so that i would get 5 votes a week. after 7 weeks i would quality for Fiscal Policy II, at which i can place a shuttleport. so what prevents me from doing that?

also can you place a civic building outside of your current city radius? if i'm only a level 2 city can i place my new clonning 225 m from city hall to maintain a pre-planned layout for my town?

Shuttleport requires 50 citizens. Can't say about the others, but there are similar restrictions on certain buildings like cloning centers.

but if a shuttle port requires 50 people then why are we given premission to place one on Fiscel Policy 2? that's before a cantina or med center.

Cantina's amd med centers arent civic buildings....A cantina can only be placed by either a master dancer or a master musician..and a med center can only be placed by either a master doctor or a master combat medic

ok then

replace the words 'cantina' and 'med center' with the words 'garden'and 'faction terminal'. it's doesn't change my original question. if we can only place certian buliding when our city has a certian number of people then why we would qualify for them weeks before our cities could ever get them?
