I don't know if this has been answered or not, but how far does your ability as mayor to restrict who places buildings extend? Does it only cover the radius of your current city size, or does it extend all the way to the potential city size?

If it only covers current size, then essentially anyone could become a resident in a newly founded city. They simply need to place a house anywhere in between the current border and the next rank border and once the city grows, they are now residents. I could forsee trouble(albeit in limited cases) being caused through this.(Unless of course it restricts based on max city size).

Yes and yes.

Only the current radius, and this doesn't prevent Futures in citizenry

I foresee very limited cases. Most people interested in Cities have aligned with one already. The most contentious spots (areas around Wayfar/Jabba's, the Outpost-at-best that can fit at Krayt, Vreni) will have some element of competition, but then, that should be expected by those going there.
