I think the idea is fine...yes it is double dipping...but essentially all your money will not be taken since its a percentage... i.e. you pay 1000 this week...but next week if you are the same amount it will be less etc etc... for about 4 weeks as a Almost master weaponsmith I had very good sales, but I was also spending alot for resources, and other such endeavors, so I essentially hovered around 600k in my account for Several weeks, now lets say week 1 my 600k got tagged for the income tax...then I continued to hover around that 600k no more income tax and the mayor is wondering why all his structures are going poof.

And no dont try to start talking about how much we earned. this Database is taxed enough as it is (no pun intended) and I doubt it can keep track of how much money you take in and dole out along with all the other fun stuff. So just pay your weekly percentage and enjoy the benefits or vote out the guy if the percentage is too much etc...

One thing though...How can a mayor correctly adjust his taxing percentages without having a breakdown of where all the money is coming in? If he/she only knows how much money is coming in and he decides to up his income tax thinking that the correct measure when its sales tax that can safely take the hit without hurting the City Economy...He/she could at least get a weekly email saying X Creds Sales tax X Creds Income tax etc etc...

You seem to be confused as to how income tax works. Let me try to clarify this for you.

Income tax is a set amount taken from you once per week. It is set by the mayor and can be from 0 to 2000 credits. If the mayor specifies an income tax of 1000cr then once a week every citizen will have 1000cr taken from their bank account.
