Thread: Question About Determining Eligibility for City Expansion

I'm a little confused about how a city is determined to be eligible to expand to the next level.


Suppose I have a nice Level 1 city. I have a current radius of 150m. I need 15 residents to expand to a Level 2. At Level 2 my city will have a radius of 200m.


My question: Does it look only at the number of residents in your current city radius to see if your city can expand? Or does it look at the next city level's radius and see if the requisite number of citizens exist there? In other words, to expand from a Level 1to a Level 2, do I need to have the 15 residents in my Level 1 150m radius? Or will it look to see if I have the 15 in the Level 2 200m radius?

To expand from level 1 to level 2, you need 15 people within the level 1 radius. After reaching level 2, you will fall back to level 1 unless you have 15 people in the level 2 radius. Everything is based on the *current* radius.
