Can I place a city hall in an area where my wife anf friends have already placed their houses?

yep, all they need to do is declare residence there (if they havent already), and they'll be able to vote for you

or did you mean litereally where there houses are, like a hulk smash kind of thing?

no in the general area not smashing peeps house....thats mean....i couldn't do that !
