The reason for this, is if we are going to have a city, and since cities will be killed off by other cities with grim regularity (in my opinion), it would behoove us to stuff as many citizens in as possible. Since we have architects coming out of our ears, I don't have any fear of someone running off with the free small house we gave them. 90% of the population in the city now is MPCA, anyway, and the rest is people attracted by the famous name and activity of the guild.
