can the incumbent mayor drop out of the race and put the person running directly into office?

nope, the person who wants to be mayor needs to register to run within the first 2 weeiks of the 3 week race. Then everyone needs to vote for him/her. Make sure you let the citizens know, that on the terminal it will have new persons name and one that says abstain...don't click on abstain or incumbant mayor gets the votes.

Actually, abstain would mean that NOBODY gets the vote... Abstain means "to refrain from voting."
If it gives the current mayor a vote, that would be a bug. Honestly, it shouldn't even be an option since they did away with non-voters being counted as absentee votes for the incumbent.

They need to add in that the current mayor can resign, instead of making us wait. I finished my previous city and im ready to take on a new challenge, now id ont want to wait
