There is no determination of which trainers can be placed where or what trainers are available (I still think BE is not available to anyone). The city size determines the number of trainers the mayor is allowed to place, but they are not tied to buildings. The mayor can place the trainers anywhere they want, outside, or even inside civic structures. You do not have to place the doctor trainer outside the hospital if you don't want to.

I place my trainers through the large square of our city so that people will be more likely to travel around to see all the shops instead of having a centralized trainer location.

The Mayor can choose which trainers to place in the city.

Recommendation: POLITICIAN trainer by the City Hall first.

I disagree. The politician trainer only benefits one person. With a max of 15 trainers I think wasting one on politician is a mistake.
