As my second idea for the further development of cities (spaceports was the first, also in this forum), I'll try to keep this idea somewhat concise and simple, as it is.
What if player cities up to level 3 were allowed to be placed on the higher level planets which include endor, dath, yavin.
Restrictions:
They would be limited to size 3 and could only ever place those structures given at that level. This means cloning facilities and baes in particular, BUT NO SHUTTLEPORTS!The important thing about limiting cities to size 3 is to prevent the placement of shuttleports which would colonize these feral, backwoods planets.
Why do we even need cities there? Well who dosen't want to make a secret imperial/rebel/mercenary fortress in the middle of the lush forests of endor? 
These cities could only be built outside of a 1km no build zone around existing ports. In addition, they could not be built within 2km of POIs or 2km of other city halls to keep the worlds still dangerous and feral.
It is very important to make sure that the whole world sill counts as a no build zone UNLESS a city hall is placed which creates a build zone around it in the usual city limit radius. This is to stop random houses being placed all over the planets and make outpost cities a more organized effort.
This idea is simple to implement and would further expand the galaxy and provide waypoints and cloning centers as well as equiptment restock points in the wild.

I for one am still more Star Wars Fan than fan of SWG - I still think you shouldn't even be allowed to Dathomir unless you get a very difficult to come by ticket through some kind of quest.
Building believable cities on these planets (hutts on Endor, maybe cave like houses on Dath) would require a tremendous work for the art department.
Also I don't really see, why, if you should be able to actually build cities of 300m Radius and what should realisticly restrict you from building a shuttle port.
I think, instead of thinking of new ways to make even more cities (and thereby spreading out the players more and more), we should concentrate on how to make excisting cities more interesting so players form more concentrated communities.
