Im malitia of our city and find it funny we can give zoning rights but need zoning rights ourselves to place a structure. Why if we can give right, not be aloud to place buildings ourselves?

Think of it as a Check and balance. It prevents the rouge milita member from droping structures as he feels. He would have to ask another milita member for permisson.
