My question is this: if a politician #1 has the ability to place a shuttleport and does so, but then looses the next election to politician #2, who has no politician skills except for novice. Does the shuttleport and any other buildings politician #1 placed disappear? If they don't disappear, is politician #2 still able to manage them?

The Politician requires a certain amount of skill to place the building, but not to manage it. A Novice Politician can step into office for a Metropolis and none of the buildings will be destroyed - he or she just wouldn't be able to place new buildings.

There are two things that can cause municipal buildings to be destroyed - lack of maintenance or having the city's radius shrink to leave them outside of the city.

It's true though, some of these question threads aren't really necessary because they are answered on the first page of the answer sticky, or they are just obvious answers if you justwork them out logically.
