We got 22 houses right now in our area, all declared people livign there. If I place my city hall right in that area, will they all have to re-deed and/or re-declare? if so how do you re-declare?

As long as they're all within 150m of the City Hall, they'll all become citizens of your new city immediately - no deeding or redeclaring necessary.

according to one of the sticky's if there are people already delcared within your radius you won't have to re-deed or re-declare you are automatically a citizen of that town.
