If the citizens move away frominside theCity radius, does it shrink back down to it's population/support level?

If yes, that could be very bad for joint ventures.

If no, that could be very exploitable.

I think a better question would be:

Assume you have a Lvl IV city with a shuttle port and all but 5 people leave.... What happens to the shuttle port?
