Is there any terraform with new player cities similar to putting down a camp on a hill? It'd be nice because there are only so many flat spaces on each planet.

Terraforming isn't possible but I think they have relaxed the building zones a little. So that you can place on a small incline where before it was red. They have the option to relax it alot but so far have not chosen so.
