The information on the city management terminal is public knowledge. Anyone from any city from any faction can look at your citizenship roster, maintainence per week, tax, etc...
Unless you were talking about mail sent to 'citizens'....
Only the citizen can choose to revoke citizenship. They do so by using the "Revoke Citizenship" option on the City Management Terminal.

Why should we make it easier for players to grief other players? How about what is the value of giving mayors the ability to revoke citizenship?
YEa its easy to invite every tom, d!ck and harry into town to pad your citizen count but then again its like inviting a vampire into your house, cant get rid of them.
Its more important NOT to invite losers into town than it is to get that one more person for a shuttleport.

2 part answer:
1) One @sshole does not ruin an entire game, howeverif you up and ride me out of town on a pole Ihave topick up the pieces and start again.Now why do I have to do this? Oh that's right because of 1 @sshole mayor. I can live just fine without 'his' town, but I'd prefer to make the decision about it.
2) Your city must be pretty crappy if the only true draw is the leadership and guidance of the mayor.

Don't worry I won't. However I feel compelled to ask why you want to give these immature kids power over who can reside in their city ex post facto. Some of those immature kids are mayors afterall...
i had this happen to me. A guild moved in and was trying to take over my town. I logged all their chat and filed a harrassment ticket. They would follow me around and taunt me to guild war them everytime i stepped foot in my town. I kindly asked them to leave town a few times, and refered them to another guild if they wanted a guild war. This particualr guild was hell bent on destroying my guild and taking over my town. Or if another guildie did, they would harrass that person to get me to wage war. After i submitted the ticket, it was a day when i got the standard response. After that, i never saw the other people again. So logging the chat and filing harassment tickets do work.
