Hello,
When you start a city, it is at lvl 1 and you have 24 hours to get 10 people. Now in order to get lvl 2, you must need 20 citizens. So my question is, since it is already at lvl 1, if I were to get 20 citizens within that 24 hours, would it automatical goto lvl 2 after the 24 hour ordeal?

A city can only go up one rank at a time: an outpost with 35 citizens would become a village at their update cycle, not a township.

To be even more clear about it : you will have to wait the first city update so that your city take another rank. The 24h period is just to tell if your city will remain or not.

Correct. I have learned this first hand. We had more than enough citizens during the first week to reach Rank 3. We had to wait (trust me I wasn't complaining) one full week to go up a rank. We did not go from Rank 1 to 3.
