If the incumbent doesn't re-register and two other people register, and they win with a tie, who takes Mayor? Knowledge base and CSRs seem to be at a loss.

i am pretty sure the incumbant will win since they are the ones to wina tie even if they are not running. I know that if you have a city not have some one run for mayor the incumbant win even thothey did not run.
