So I just became mayor of a large town (Just lost shuttle cause mayor went awol) I want to redesign the city because the old mayor never planned anything. How could I go about having people in the city work with me to use my new plan. My plan allows for the city to become a hang out, mission hub, and would allow easy movement through it.

You have no game mechanic tools or power to hold over the citizens. You just have to use your powers of public relations to convince your people to move their homes around to fit the new plan. You can send an e-mail to all of your population by sending it to "citizens". That can save a bit of time. The main trouble you will run into (and this makes it pretty much impossible to do any city rearangements to a city) is all of the abandoned homes that you can't get rid of.
