For those of you in the know, when will you be able to place Spynet Operatives (the guys bounty hunters need to talk to after getting a mission off a BH terminal) in your cities? Is this even possible?

Also, will you be able to place starports? I'm sorry if these have been covered elsewhere, I know nothing of cities and figured it would be easier this way than researching myself.
