I have read a lot of posts about how mayors sometimes do not get their XP after the election and city advancement cycle ends. Our mayor had this happen to him once and a friend had it happen to him twice. What we discovered is if you get a skill trained, any skill at all, it seems to make the politician experience finally show up. It is almost like there is a digital logjam and training a random skill frees it up. I have confirmed this with our mayor and my friend. Both of them got their XP as soon as they trained another skill. One trained artisan and all of a sudden he got the XP award for politician and the other one did rifleman and got the same.

There may be a glitch in the system, but this could be a workaround to keep your cities moving along until the devs find the bug
