Has anyone got this message when they went to update? Also I gained no mayoral exp. points.

Yes I see this every week at election time (exactly). This occurs when the voting has been closed and the votes are being counted (or as close as I can guess). For me this takes about an hour then at the end of which I get my experience and the countdown timer starts again.

Does the town grow too?

That I can't answer without guesswork. We are rank 2 now with 29 active members but the last advance was 2 or 3 weeks ago now (sorry, can't remember the timeline either). I just read another thread in here that is saying that the error message is persisting for them and that there is no city advancement.

Good news is your not paying 100s of thousands of maintenance like other cities, bad news is that it *may* be more than what I have experienced in the past. Sorry.
