Say you set a income tax at 2k per week. What if a citizen can't pay that? (hehe I know I know, but some of ours are broke!!!)

The mayor gets an email saying the citizen couldn't pay taxes. What the consequences are, I'm not sure, sorry.

there are no consequences. You cannot make them pay this, but you can exert peer pressure on them to do so. But lets face it, if they can't pay this because they have no money, well, chances are this means they need it much more than the city. Time to establish a welfare department in your city.
