I would guess it's because you can have politicians that level alongside the city, but there are also novice mayors that take over large cities, or experienced mayors starting small cities. Then the city wouldn't lose civic structures when control is transferred to a lower level mayor, and a high level mayor can start placing different structures as soon as the city is able.

Yes, that is what I am referring to, I am leveling alongside the city, but the skills that I have access to as a starting mayor in no way correspond with the level of the city. You would think, that if the only thing that can be placed in a starting city, that a starting polition could place it.

yeah, maybe they can offer at least some small decorations for starting cities, but it looks like you can place streetlamps and statues at custom 1. at least it gives you something to look forward to as you level up

Greetings to Everyone,
As a new mayor, I was overjoyed at the placement of my new city. I am looking forward to my growth as a mayor along with the growth of the city. As I was looking at my structures allowed I see that small gardens can be placed in the city. Imagine my surprise when I get a message saying I cannot place a small garden until I have city customization III. I was wonderring if there was any reason as to why the progession of the polotician differs from the progression of the city?

I guess I can look forward to street lamps and such, but I realy need to get a militia first so I can enable zoning rights and then allow others the ability to grant them. So looks like street lamps and such will have to wait for few more weeks before I can put down some lighting.
