I am about to abadon the city have built and would like to know what will happen to the shuttleport, banks and etc.

I know that they will disappear but how soon after the city hall has been pulled? Immideately or when the week is up for the election race?

I would guess immediately, but I'm not about to test that.

If you're destroying the City Hall, why don't you simply re-deed the other structures first? Only the City Hall itself cannot be re-deed. Shuttleports, banks, garages, gardens, etc. all can be re-deeded.

Jaspor is right, you should pull up all the city structures that can be reused then destroy the city hall. If not everything will poof at the same time.
