As far as I know... no.
But I could be wrong as I am not a merchant.

I am master merchant and mayor, and I noticed no decrease in maintenance costs.

No decrease on civic costs, but I like to put a credit into citizens' maint pool to reduce their costs =)

Yeah, I pay for some structures and it reduces their cost, which is pretty weird, lol.

Have you tried making a treasury payment? When I did this all city costs fell by 20% just like they should for a merchant. It's good being a Merchant Prince. I have told my citizens to send any donations to me directly and not to place them into the treasury. Or if they do to let me know so I can deposit some to reset the rate.

I have made treasurey payments and have not seen this discuont. Do you actually do a /pay to the structure management terminal too? How are you getting 20% off city maintenance?
