Our current Mayor is burnt out and would like to step down. So, I've agreed to run in the next election. If I'm voted in, is there any "transfer of structures" like city hall that need to take place? I'm assuming not but thought I'd ask you experts.

No transfer is involved, since the City Hall, banks, shuttle port and the clone facility are owned by the city and placed on city's lots. You'll automatically earn admin access in the City Hall and Clone Facility. So he may want to remove his personal belongings before you take over.
