I've never seen the answer to it. Recently I was asked by someone else and had no clue.


If you place a city hall around already existing structures - are they automatically counted as citizens? Assuming they have declared residence, of course.

I'm not 100% sure, but i think that they would have to re-declare once the city is placed. I'm not 100% sure though, as it would make sense the residence would be already counted. I'll have to test it is Khristen doesn't know.

If they have already declared residence, but in order for them to be added to the citizen list they will have to enter the structure. If they have not declared residence, they won't be added unless they do. The structures would be added to the city, though.
